In a medium bowl, whisk together soy sauce, sesame oil, brown sugar, gochujang, minced garlic, ginger, and pepper. Add the thinly sliced beef and toss to coat evenly. Let it marinate for at least 15 minutes, or up to an hour in the refrigerator.

Heat a grill pan or outdoor grill over medium-high heat. Remove the beef from the marinade and grill for 2-3 minutes per side, or until cooked through and slightly charred. Be careful not to overcrowd the pan. Let the beef rest for a few minutes before slicing it into thin strips.

While the beef is grilling, bring 4 cups of water to a boil in a pot. Add the ramen noodles and the seasoning packets from the ramen packages. Cook according to package directions (usually about 3-5 minutes), until the noodles are tender but still slightly firm.
