Preheat your oven to 350°F (175°C).
In a large skillet, brown the ground beef over medium heat. Drain off any excess grease.

Add the chopped onion and green bell pepper to the skillet. Cook until softened, about 5-7 minutes.

In the skillet with the meat and vegetables, stir in the condensed cream of mushroom soup, milk, garlic powder, salt, and pepper. Mix well.

Stir in 1/2 cup of the shredded cheddar cheese until melted and combined.

Pour the meat mixture into a greased 9x13 inch baking dish.
Arrange the frozen tater tots in a single layer over the meat mixture.

Bake in the preheated oven for 30-40 minutes, or until the tater tots are golden brown and crispy.
Sprinkle the remaining 1/2 cup of shredded cheddar cheese over the tater tots during the last 5 minutes of baking.
